Topic: Minnesota’s Cannabis Laws, Policy Building, and Putting It Into Practice

Join attorney Carol Moss and lobbyist Maren Schroeder for a discussion on the current state of Minnesota’s cannabis and hemp laws, how we got here, and what’s in store for the future. Topics covered will include decriminalization, medical cannabis, industrial hemp, and hemp-derived edibles, with a look at what’s to come from the Minnesota legislature in 2023.

Carol R. Moss, Esq.

Carol Moss is a partner with Hellmuth & Johnson, a law firm located in Edina, Minnesota. Carol has a passion for advising and guiding her clients as they grow and navigate challenges, especially in the legal cannabis industry, allowing them to focus on creating and continuing successful businesses. She represents cannabusiness clients at different points in the product stream – from grower to retailer. Her focus on her entrepreneur clients led her to become a board member of the National Association of Women Business Owners – Minnesota. Working with a full-service law firm, Carol supports her clients with whatever situation may come their way.

Maren Schroeder, RP®, MnCP

Maren Schroeder is a paralegal turned public policy specialist born and raised in Stewartville, Minnesota. She is a PACE Registered and Minnesota Certified paralegal with an undergraduate degree in Paralegal Studies and an MBA with an emphasis in legal administration.

Maren is currently the Coalition Director for the MNisReady Coalition, a broad alliance of stakeholders working to legalize the adult use of cannabis in Minnesota. Additionally, she serves as the Policy Director of Sensible Change Minnesota, a consumer and patient led non-profit focusing on policies that promote public health and compassion. Her work has resulted in vast expansion of Minnesota’s medical cannabis program, she played a key role advocating for consumers in the legalization of hemp-derived edibles and beverages under Minnesota law, and organized electoral engagement in the 2022 election to elect a Pro-Legalization Majority in Minnesota.

She also led in the development of the Minnesota Paralegal Association’s efforts to engage in public policy, most recently serving as Director of Positions & Issues (2018-2020) during her seven years on MPA’s Board of Directors. She led construction and implementation of the Minnesota Certified Paralegal Program and represented MPA on the Minnesota State Bar Association Alternative Legal Models Task Force and the Minnesota Supreme Court’s Implementation Committee for the Legal Paraprofessional Pilot Project. Ms. Schroeder currently serves on the Standing Committee for the Legal Paraprofessional Pilot Project. 
Additionally, she previously served as Director of Positions & Issues for the National Federation of Paralegal Associations, Inc. (2020-2022)

Ms. Schroeder is the recipient of several awards including the 2020 NFPA Justice Champion Award, the inaugural Minnesota Cannabis Culture Award for Medical Cannabis Advocacy, and the 2016 Outstanding Paralegal of the Year Award from MPA. Ms. Schroeder has served on the Stewartville Planning & Zoning Commission since 2013, serving as Chair from 2016-2017 and was a member of the Task Force that developed the City’s dog park. She also volunteers her time as a civil and family mediator for Mediation and Conflict Solutions and is an appointee to the Minnesota Taskforce on Medical Cannabis Therapeutic Research.
